Tour Permits

Samoset Council does not use the national Tour Plan system through MyScouting. Please submit a tour permit using the council system only.  For trips to Florida Sea Base, Northern Tier, Philmont Scout Ranch, Summit Bechtel Reserve use the High Adventure plan.

A Tour Permit is required anytime your unit is planning a trip that includes an overnight stay, any aquatic activity, and/or is a trip of 50 miles or more from your normal meeting location. Samoset Council policy is any trip less than 50 miles (excluding overnight trips) requires only a phone call to the Wausau Homes Scout Center with the date, location and activity.

The purpose of this permit is to aid units in planning safe and fun adventures. Completing the permit may not address all possible challenges but can help ensure that appropriate planning has been conducted, that qualified and trained leadership is in place, and that the right equipment is available for the adventure.

In addition, the plan helps to organize safe and appropriate transportation to and from an event, and defines driver qualifications and minimum limits of insurance coverage for drivers and vehicles used to transport participants.

Activity Standards

Where swimming or boating is included in the program, Safe Swim Defense and/or Safety Afloat are to be followed. A Float Plan is required for any boating activity. If climbing/rappelling is included, then Climb On Safely must be followed. At least one person must be current in CPR/AED from any recognized agency to meet Safety Afloat and Climb On Safely guidelines. At least one adult on a den, webelos or pack overnighter must have completed Basic Adult Leader Outdoor Orientation (BALOO). At least one adult must have completed Planning and Preparing for Hazardous Weather training for all tours and activities. Basic First Aid is recommended for all tours, and Wilderness First Aid is recommended for all backcountry tours.

Any units attending a National High Adventure Base must have at least one adult trained in Wilderness First Aid.

Please complete and submit this plan at least 2 weeks in advance to ensure Samoset Council has time to review your plan and assist you in updating the plan if it is found defective. Submit a Tour Online.
