EAGE RANK PROCEDURE OF DELMARVA
COUNCIL OF THE BOY SCOUTS OF AMERICA.
1. Eagle Service Project
A. Approval of Project:
The pertinent part of the workbook is filled out by the Scout and reviewed by the unit leader for completeness and compliance with rules and regulations.
After review, the workbook and one copy are delivered to the District Advancement Chairperson by the unit leader for review and approval/disapproval. If aproved the unit leader is informed and the unit leader shall inform the Scout that he may now begin his project. No project shall begin until approved by the District Advancement Chairperson and starting the project before approval will cause the project to be denied and not accepted as an eagle scout rank requirement. If the project is disapproved by the District Advancement Chairperson, the Chairperson shall inform the unit leader and the Scout in writing why the project was disapproved and what is needed for approval.
B. Completion of Project:
The pertinent part of the workbook is completed by the Scout and reviewed by unit leader for completeness. If the workbook and project is complete the unit leader will forward original workbook and three copies to the District Advancement Chairperson for review and approval/disapproval. The project and workbook shall be completed before the Scout's eighteenth birthday.
C. Registration with Good Turn for America Program.
The District Advancement Chairperson shall record the number of service hours for the project with the Good Turn for America program. The unit leader shall give to the Chairperson the necessary troop/council code for recording.
2. Eagle Application Process
Application is filled out by the Scout and reviewed by the unit leader for completeness.
Unit leader will delivered the completed application and three copies to the District Advancement Chairperson. Upon receipt, the Chairperson shall have the application verified by Council for correctmess of information contained-ranks, merit badges etc.
Once verified the District Advancement Chairperson will contact the unit leader and schedule the Eagle Board of Review.
3. Board of Review
A. Purpoes of a Board of Review:
The members of a Board of Review should have the following objective in mind:
First and foremost see that the Advancement Committee Guide, Policies and Procedures as promulgated by the Boy Scouts of America National Council are followed and adhered to. Failure to do so will result in a denial of advancement.
B. Composition of Eagle Board of Review:
The Board of Review should consist of three to six members, 21 years of age or older, selected from Scouting and the community. The members of the Board of Review are selected by the District Advancement Chairperson and at least one member of the District Advancement Committee must be a member of and that person serves as chairperson of the Board of Review. Unit leaders from the Scout's unit, relatives, or guardians may not serve as members. The Scout may suggest an individual to be a member of his Board of Review and that person may serve in the discretion of the Board chairperson. As a general rule, no more than one member of an Eagle Board should be associated with the Scout's unit (i.e., charter representative, committee member) but shall not be a unit leader from the Scout's unit or his troop committee chairperson.
C. Mechanics of a Board of Review:
The Scout is introduced to the Board by the chairperson of the board.
The Scout should be in full uniform (local or unit custom may dictate regarding neckerchief and badge sash).
When all members have had the opportunity to ask their questions, the Scout is excused from the room. The board members then consider whether the Scout is recommended for the Eagle rank. The Board's decision must be unanimous.
Once the decision is made, the Scout is invited back into the room, and the chairperson informs the Scout of the Board's decision. In reaching their decision the Board shall review the Eagle Rank Application, letters of recommendation and Eagle Service Project Notebook for completeness and compliance with the requirements. Any noncompliance shall be noted and the Eagle candidate shall not be recommended for advancement.
4. Appeals
For an unfavorable decision resulting in the disapproval of the (1) application or (2) eagle project or (3) recommendation of no advancement, the Scout may appeal to the next lever (from unit level to district, from district to local council, from local council to national council).
A. Appeal from Unit level:
The appeal shall set forth the factual background, the decision being appealed, and what the Scout is requesting. Upon receipt of the appeal, the appeal shall be reviewed and an appeal board shall be formed, which shall consist of the District Chairperson or designee, the District Advancement Chairperson and one other registered scouter in the district. If necessary the board may hold a hearing and receive documents and comments from the Scout or any other person who may have knowledge of the disapproval. In lieu of the Scout or other interested persons on behalf of the scout appearing for an appeal hearing the appeal board may request written statements and other documentation and make their decision based upon that information. Only the Scout or someone acting on his behalf (unit leader, parent, or guardian, etc.) may appeal a decision. Decisions of the board shall be unanimous.
B. Appeal from District level:
Same procedure as unit level except that the board shall consist of members of the Council Advancement Committee, but shall not include the District Advancement Chairperson of the Scout's district. The board shall take reasonable steps to assure that the record is sufficient, maintained and reasonably supports the decision of the board.
C. Appeal from the Council level:
Appeal to National Council must be processed through local council. The final decision rest with the National Boy Scout Committee.
